In 2013 Carter Page was working as an under-cover employee (UCE) of the FBI, helping them to build a case against Evgeny Buryakov. In March 2016 Carter Page remained their informant pre-trial leading to a pleading of guilty from Buryakov.

I tend to agree with your analysis. Bradman calling Page an FBI employee is without any foundation. It sounds exactly like what you described.
It will be interesting to see what explanation Shiff and company will propose. Another story would be that Page was an FBI spy who became a double agent later on, or he was a double agent all along, and maybe the FBI didn't know it until later.
