FWIW, Special Counsel under DOJ regulations has the power to bring indictments and prosecute criminal actions.

Under the DOJ regulations, the SC answers to the AG (or DAG if AG is recused); but with judicious selection of SC, even that can be bypassed. Comey bypassed it when he appointed Fitzgerald to go after President Bush.
