Make deliberate abuse a capital crime and record all parts of all sessions for reference as to whether they followed the intent of the law....

One of the reasons the great civilizations, before they became corrupted, had public trials in public courts, open to all. The very phrase "secret tribunal" should make people's blood run cold.
