"American citizen?" But weren't they presenting each of their targets as a "foreign agent" to get the Court to allow surveillance?

In the case of Carter Page, surveillance was granted by the FISC court because of information provided to the court suggesting CP was conducting espionage for Russians. This was a section 1 FISC request instead of the section 7 (702)requests that have been in the news. According to reports I've read, this would have allowed the FBI to monitor anybody he came in contact with. I assume this means they wouldn't have to run back to the court for approval whenever someone new was monitored.
