No, the turmoil was pretty simple. The Dems wanted the stock market down prior to the SOTU to try to make Trump look bad, so they took profits and caused a drop. Once the SOTU was over, they came back into the market and now it is back up. Has nothing to do with the memo.
Except now it’s back down.
