Did he have to? Sessions' spokesman made the objections a week ago:

Yes, I was pretty surprised at that Boyd statement. He's sleeping Jeff's lapdog, and you wouldn't expect him to start yipping unless Jeff gave the OK. Apparently, the president was not OK with this - I read a story last week that Trump heard about the Boyd letter on the way back to DC from Davos and was pretty unhappy about it. The story stated, if I recollect, that Gen. Kelly had a couple of pointed conversations with sleepy Jeff and sent him back to the dog house.
