I maintain the Nazis could have one, if they tried to ‘divide and conquer’...many originally welcomed the Nazis as ‘liberators’.
There was even Vlasov’s army that offered to fight on the side of the Germans, but Hitler didn’t want that. Probably as well, because even if Hitler did manage to defeat the Soviet Union, certainly they would have faced severe resistance after it from the Russians.
And I think we very well could have seen a scenario where the Communists were overthrown if Hitler had taken Moscow, but ultimately Russia would win. That would have been the best-case scenario, Bolsheviks and Nazis out of the picture.
