I kept hearing reports about allegations that China and U.S. offered huge sum of money in return for dismantling of N. Korean nukes. China's offer was a kind of multi-year economic aid starting with large initial offering. Kim Jong-un did not take it, as it says. Not sure if this is indeed true or not, but it is certainly one of highly likely scenarios.

I heard the same thing recently and I heard similar things I think were misguidedly acted on (at least partly) during the Carter Administration.
