Trump needs to be careful in his actions. A positive action ("Go ahead and release") can be spun as "obstruction of justice". Being silent and letting things take their course cannot.

Assuming that what’s in the memo helps Trump, if Trump is the one to release it, then his critics will say he is interfering in the investigation against him, obstructing justice. If he does nothing, the memo gets automatically released without his doing the releasing.

He may keep it close to his heart until Mueller drops the investigation, or at least until they stop talking about interviewing the president.
