Didn’t Gowdy say what it wasn’t, essentially?
Allowing those that can fill in the negative to see what is really there.
Gowdy went as far as he could without leaking. Now the memo is officially declassified, I believe. Congress decides to release. The POTUS can object, if he chooses, but he doesn’t have the right to countermand the Intel committee.
If POTUS did object, the full House would vote/could vote to override.
That last bit is moot in this case.
