Most salaried senior civil servants have a lot of leave time banked up, by the time they’re nearing retirement age. “Terminal leave” is very common around retirement time.
The important thing is he was “removed from the Bureau”. That means he no longer has any official bureaucratic power & the Bureau is free to replace him. IMHO, this is a big win. If McCabe had had his way, he would have stayed in place, until his official retirement date. That would have enabled him to continue his malfeasance.
As for benefits, etc. — plenty of time to deal with those issues, when all the dust settles. Those benefits can be used as leverage to get McCabe to spill the beans.

McCabe had already said he was going to retire in less than 3 months.
He is just taking a paid vacation.
This is not a big win.
A win would be McCabe is arrested and turns states evidence against his coconspirators.
