The misinformation out there, even on FR, is frustrating. This is NOT true. The memo is a product of and owned by the House of Representatives. Congress is a separate branch of government and the Executive (president) has no control over any congressional work product and items owned by Congress.
Apparently there is some established process for releasing such congressional work product that includes a review by the Executive, but it occurs only after Congress sends an item to the Executive for review. The Executive cannot take unilateral, preemptive action.
This is all due to “separation of powers”! We should all be glad it exists! Rats are the ones that seek to violate it and always try do so. The slow ponderous way the FedGov works (and is supposed to work that way!) is a good thing!
The Executive has already said they did not need his approval. Any stalling is being done for reasons other than rules.
You are completely incorrect....if they give it to him he can sidestep everything and declassified it. He is the ultimate classification authority. Period.
