No institution is immune to corruption, and even institutions that are generally clean have plenty of corrupt players inside.
IMHO, we have not had a potus who was not compromised since Reagan and he was often counter by his VP who was and most likely still is a huge cabal leader.
So if this activity was going on then I'm not surprised.
