You have to explicitly select the options to do this. It would not be programmed that it was easy to make a mistake.
Think of the way to delete a file on a server- The computer asks “Are you sure?”
In a system like this it would say
“ARE YOU SURE YOU WANT TO TELL EVERYONE NUCLEAR WAR IS COMING?”
And then in big flashing red lights:
“ARE YOU REALLY REALLY REALLY SURE??????” with bells and alarms.
[OK it is probably not exactly like that, but it would be equally hard]
you’re assuming that the government for one of the most liberal states in the union does things sensibly, which is sort of a massive leap of faith.
