Are you sure there is no difference? Info collectors are not ‘disappearers’, you know - I watched them as they took several people who were never seen again. The were working hand in glove with the local KGB in my area cleaning up some ‘miscreants’. Seems like conflating live people with data and paper work to me. Burt then you’d have to have been there to see the difference I suppose. I’m sure the relatives and families of those disappeared will be lad that there is really no difference.
The old ladies taking pictures and recording movements from second story windows were information gatherers - ‘volunteers’ for the State actually.
