Does anyone ever abject two China’s government having too many Chinese, or that the Saudis do not have enough foreign born members in their government? How about Japan, how many Turks are government ministers in Germany. It’s all so silly. The only countries who really don’t care about such things as those that don’t have much National sovereignty anyway like when Peru was run by a Japanese guy.

The ‘minorities’ they really want in government are of the muslim persuasion, and the ‘inclusive policies’ they seek will eventually lead to Sharia.
Of the remaining 8.5%. It seems to me to be reasonable to assume that half of those would be “ethnic minorities” (aka not Caucasian). So, the population of Norway is probably a little over 4% “non-Caucasian.
2 Ministers out of 68 is about 3%.
Based on their population demographics, it looks to me like the number of "minorities" in the Norwegian government is well within the range that one should expect.
The Norwegian DNA results show a very unique combination of DNA which is similar to Sweden. It is because armies never crossed those countries, and no large invasions have occurred in the last millennia and perhaps even earlier.
Because of the mountainous coastline and fjords, numerous dialects of the Norwegian language developed, and the gene pool remained rather pure.
