Is this an essay question? If so, how many words does it have to be, and do you want it hand written, or typed? And how much of our final grade will this count as?

No. Congress controls all spending for discretionary funds. The President can put together a budget, but Congress approves the spending. Some things are mandatory spending, like SS, Medicare, Medicaid, food stamps. Those are defined by laws other than appropriations bills.
The President can deem certain functions necessary for public safety and facility security, and the military still does its job, and these positions will all get paid when there is a new spending bill.

Trump essentially controls spending when there is a shutdown.
Where is this written. I've not heard of it before...?
From today's Sunday Thread:

Probably because Mulvaney is OMB .... I also think he's a more effective spokesperson than Ryan.
Sean Hannity: All of the important aspects involving the government continue, and those people that are furloughed usually get their money back, because Congress will give them back pay and a free vacation.
Mick Mulvaney: Yeah, I mean...heres how I explained it to people. I explained it this obviously, Im the reason that, obviously, Im heavily involved in this, Sean, is that the Office of Management and Budget is charged with, you know, sort of implementing running a shutdown. In fact, I found out for the first time last night that the person who technically shuts the government down is me, which is kind of cool.

except it’s not a government shut down. it is a temporary budget realignment. we need to change the narrative. I was hoping someone within trump would start to rebrand it. not yet tho.

Are my claims correct? - Your claims are not correct.
How so? - They are wrong.
