There is some question as to whether a US citizen can be tried by a military tribunal. My current understanding is that the US has to be in a state of war in order to be able to so.
Perhaps, but my guess if the 16 year plan to take down America turns out to be true, wouldn't that be sort of an act of war against our Constitutional Republic? I believe it would be considered that.

It’s all speculative, but they may have the justification for the absolute egregious acts against the U.S. by Hellary, and since 9/11 there’s a “lower level of intensity” war going on giving rise to the Patriot Act, and Trump’s recent ‘human trafficking and corruption’ EO.
That all being said, Hellary would likely be tried in a U.S. Federal court if these thing are found to be true.
