1. Trump can declassify anything he wants.
2. The House (and Senate) intelligence committees can declassify any material they possess.
3. The Constitution protects members of Congress from prosecution for “any speech or debate in either House.”

At a Washington dinner party somebody asked President Carter why he’d done something and he answered, “Well, we know from Muammar Gaddafi’s brother in law...” The man was arrested and tortured to death. President Kennedy wanted to know if the Russians would really risk war over Cuba, so he asked the British to contact their agent in Stalin’s inner circle. While we found out that they weren’t going to war over Cuba, it got the man arrested and tortured to death.

Just because you can do something, does not mean it is without consequences for other people. When dealing with classified information, it’s always smart to follow the process; dot all the i’s and cross all the t’s. We can wait nineteen days. It won’t kill anybody to wait.
