The Star has attempted, unsuccessfully, to learn who at the Toronto police came up with that theory and whether it still holds water. Greenspan said he does not have a “working theory” as to why the police have not classified the deaths as homicide.

After watching a bunch of CBC documentaries about murder in Canada, it's pretty clear that Canadian authorities prefer to wait until murderers develop into serial killers.

They are very good at invoking all kinds of bureaucratic reasons why they can't investigate, and why they can't talk about why they can't investigate.

When they do actually prosecute murderers, they sometimes give them "life sentences," which means they get paroled in at most 25 years.

We almost had a president like that. Remember John F’n Kerry said that his approach to terrorism would be to wait until the next 9/11 and Respond Very Strongly?
