The committee votes and then sends it to President trump. If he has no objections, 5 days later it gets released. If he does have objections, then the whole House would vote on it.
My guess is that Trump will toss the issue to the whole House. Make Rats go on record voting against the public’s right to know. Also, makes it difficult for the DBM to pin all the blame on Trump.
