It has been observed that he seems to go with latest visitor (e.g., Ivanka). He’s had to walk back or clarify views on immigration.

It's part of his negotiation strategy. He's said it many times and it was in "The Art of the Deal". Unpredictably. If your opponent has to guess on what you'll accept in a negotiation then they're at a disadvantage.
