That's my understanding, too. This memo contains information obtained by the House Intelligence Committee investigation, and so the House controls it. One might question, however, why (or whether) the FBI has obtained the same information, and if so, why this information hasn't been released to the public. Maybe it's 4-D chess, but the game's getting a little long.
If it is Executive Branch info, why would Trump not be able to release it?
If I remember right there was one document that only Nunes was allowed to view. And he had to go to the FBI to view it. So I assume that was so explosive that it will not even be in this memo.
