The ‘Norway’ comment was obviously a result of his meeting with Norway’s Prime Minister Solberg - ie nothing to do with race.
Norway’s ethnic breakdown:

It was the Senators and it was labeled a hearing so possibly this is what was meant. It shouldn’t have taken this long to get a simple answer to a simple question..
