I thought I saw steps in the pool, and steps in the pool implies that it is built in part for wading. No knee-high physical barrier implies wading permitted. The problem seems to be a disconnect between the architectural design and the local rules. Given that, it is difficult to justify big indignation. I suspect my father (WWII vet, pacificist, liberal) would not have complained. WWII vets were used to far worse. Most of them grew up in the Depression and were accustomed to hard times, even before WWII occurred.

Really?? Those steps are used by maintenance people to clean and service the pool and fountain. And the memorial is for those who DIED. I suspect MOST veterans who lost friends in WWII would be incensed by this.
