The Pope feels cultures that create sane laws should be punished - penalized by being forced to take in people from cultures too corrupt to do the same?

That's an incentive from hell. It rewards cultures that mete out thuggery and punishes cultures that work for spiritual awareness.

Jesus was wise enough to understand the evil we fight is within ourselves. And the goodness we encourage is within our spiritual selves. That some paths are better - some worse but the spiritual choice must be made by each of us. Jesus did NOT tell us that Cesare should force charity.

Incentives that encourage evil ARE evil.
