Impossible. They will be programmed to never speed. And just think how these "road nannies" will gum up traffic on the interstates.
But as for cops pulling them over, there will be a way for the cop to electronically command the car to pull over. Regulations to require connectivity between nearby cars are already in the works. That will provide the mechanism.
IF you need to pass a slower vehicle, you sometimes exceed the speed limit, but you go back to the correct speed limit quickly.
If this car won’t let you speed, a slow vehicle will be the pace setter for a very long line of vehicles.

I don’t like a single thing bout this idea.
I have driven over a million miles since I got my driver’s license at 16 & I can still function well enough to keep doing so.
If the car is autonomous, there won’t be a need for the cops to pull the vehicle over, and there won’t be traffic cops either. Autonomous vehicles will be “managing” the roads on their own, and will also do their own recognition of other vehicles and obstacles, and will keep detailed records of trips.
