Probably because Democrats are energized and the Issa is looking at crybaby comments like this from the GOP base.

In 2014 Issa won re-election by 20 percentage points. In 2016 he won re-election by six/tenths of a percent. The district changed and the handwriting was on the wall.
It is not a good sign, even if it is nice that a bunch of Republicans(D) are going away. It is to be hoped that good solid real conservatives or Trumpists will win the primaries and not another set of sinecurists.
With the new tax law, they will get murdered at the polls. Losing SALT deductions is not playing very well in high tax states.

Many are Committee chairs that are being term limited out of that role. Without the power, the role apparently isn’t worth it.

In 2016, ISSA beat his (D) challenger by less than 1%, 50.3% to 49.7%.
In 2014, ISSA beat his (D) challenger 60.2% to 39.8%.
In 2012, ISSA beat his (D) challenger 58.2% to 41.8%
The numbers are more or less the same going back to 2002 when he was elected to that office the first time.
Not sure what demographic changes have occurred there in the last 10 years (for example), but I wouldn't be surprised to find out it bodes terrible for (R)epublicans.
