I think Sundance is hinting that if no warrant exists, this will be an even bigger criminal enterprise on the part of the FBI/DOJ.

Yep...Sally Yates told the IG in a 58 page opinion he was not allowed to audit the DOJ/NSD this was all run out of that office.
