Well, at least it’s a start. In addition to actual federal employees, the EPA needs to SUBSTANTIALLY reduce contractor staff and grants. Can Trump or Pruitt clamp down on contractor/grant spending via executive order? No contract or grant to be issued unless approved personally by Pruitt.
