State X secedes and they fight amongst themselves for power. For example, if California seceded, there would in all likelihood be a civil war within California;

If there was a referendum and everyone voted then why would there be a war?

By “war” I have to assume you were referring to civil war, which was the original subject of the posts. That being said, do you really think those who came out on the short end of the stick in the “referendum” are going to do nothing if the retribution comes calling, and they and their loved ones are threatened with imprisonment at least, and death most likely? Civil wars are brutal beyond words. NOTHING is more brutal, more savage, more tragic than a civil war.
