Students are not it the work force. Volunteers are not in the workforce. There will always be some not in the work force. A stay at home mom with 4 kids is technically not in the workforce. Go figure.

An unemployment rate of 4.5% in say 2008 was said to be full employment and those you listed plus those in transition were the un employed.
