Steeles crime is that he created a false document for the purpose of hoodwinking the FISA court, which was presented the Steele dossier as if it were a genuine intelligence document. This is the classic “utterance of a false document” from British Law.
Innocent Americans had their privacy and lives disturbed by this false document, and their constitutional rights violated from unwarranted search and seizure, including the life of General Flynn whose conversations should never have been recorded by the FBI.
Jail time and capital punishment are possible for such crimes.
