that seems counterintuitive to me.

Not rally. Think of it as a EM launcher, but less powerful than the US EMALS. So if it’s able to deliver 50% of the launch force as EMALS that still leaves the aircraft and ship ramp with the other 50%. But even at 50% the launcher has a huge load, range or endurance advantage over their current carrier.
