On Wednesday, January 3, 2018, the President signed into law:
H.R. 4661, the United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017, which authorizes appropriations for the Federal Emergency Management Agencys (FEMAs) U.S. Fire Administration; and reauthorizes three FEMA firefighter assistance grant programs;
S. 1536, the Combating Human Trafficking in Commercial Vehicle
Act, which requires the Department of Transportation to: designate an official to coordinate human trafficking prevention efforts across the Department and with other Federal agencies; establish an advisory committee on human trafficking; and expand the scope of activities authorized under the Federal Motor Carrier Safety Administrations Outreach and Education Program to include human trafficking prevention

So the POTUS signed an Executive Order on Dec 21, 2017 declaring a national state of emergency re human trafficking and fraud.

POTUS declared Jan ‘18 national human trafficking month. Then we have flights being grounded at various airports and international customs shut down with rumors that some of it had to do with human trafficking, and now extension of motor transportation re human trafficking. I think this is a small part of the actual swamp draining going on.
Human trafficking refers to prostitution and sex slaves. This happens more often with Americans forcing woman onto prostitution in places they have means to get out of.
Although there is some foreign elements to this, it is a small subset.
