Pretty well - that, and other lucrative third-worldish rackets. Right in the midst of a nationwide gang crackdown, safe spaces are being setup and maintained to garrison in and safely operate from. Sorta like how the bad guys in Afghanistan flee over to Pakistan, the Viet Cong hopped back and forth out of Laos and Cambodia. California and other places are creating a mess of trouble with this move that can and will spin into a threat that will have to be confronted before it grows into something permanent that's hard to assail and overturn.
