The assertion is being made that Graham explicitly said the dossier was used as the basis for the FISA warrant, but he said no such thing. Even his hint that it was misused was vague. As for committing a felony, it would be helpful if you could cite the specific relevant US code.

Graham could not make an explicit assertion about the dossier being used for a FISA warrant because the FISA warrants are secret by definition.

All well and good, but people are claiming Graham confirmed that the dossier was used to obtain the warrant. He said no such thing, and that is what I have been objecting to. I’m not even sure he hinted at it, although that is open to interpretation. Whether or not he could have been explicit is not the point. That he was not is the point.
