He actually did not. Graham's statement was misrepresented by "Sundance" here: Misleading article, and the misrepresentation was continued by others. It's worth it to pay close attention to what Graham actually says. He hints that the dossier was misused, but he doesn't say how. He just says he is "very concerned" and this cannot be the new normal.
Multiple Obama holdovers also confirmed that the dossier was used to get the FISA warrant. Guess you didn’t read the article.
