Africans will be africans. Can't we just give them their own separate but equal states and be done with them?

The only real solution is to look at what they call themselves “African-American”.
Obviously (at least in my mind) they put Africa first, perhaps they should all just go back to their homeland.
A ship or plane ticket does not cost that much.
