France has an “exit” tax similar to the USA.
The Jewish population in France contains some of the best and brightest of France, along with some of the most successful.
Said people are rather pissed at France for importing savaged and generally failing them. So they are not eager to pay the tax man.
And yes some are just crooks. They will be used as the examples to give cover to this pogrom, er “program.”
