The author is downplaying the fact that a large contingent of employers are Republicans with some influence. A trimmed DACA and a wall are probably the best possible outcome. Many Republicans in Congress will want at least that to go with the pork that they bring to their states.
For one sub-sector, meat processing plants need the employees from other countries. Many of us would be willing to pay more for meat, but the employers are also trying to avoid bowing to safety considerations in those places and being urged to find solutions (too much thinking required).
