Why do we need a council made up of HIV/AIDS activists? We know enough about it now. Three simple rules:

1. If you have it, don't go poking your sex organs in other people's bodily orifices.
   
2. If you can't resist, at least use a condom.
   
3. If you don't have it, keep it that way by sharing your sex organs only with other people who don't, like maybe your spouse. Otherwise, see rule #2.

Taxpayer funding to enable those who refuse to follow these simple rules isn't going to change anything except add to the federal deficit. You'd be better off buying booze for an alcoholic. Only a change in behavior will change the situation.

And, yeah, I know there are innocent victims who get abused. Help them as they won't be the ones on an ObaMao Council.

My ardent wish is that Trump would appoint conservatives to this Council who understand what prolongs this senseless epidemic. They should recommend that anyone taking government-sponsored anti-viral drugs to control the disease MUST stop engaging in any behavior which spreads it, "protected" or not.

If they are caught engaging in risky behavior, which means men having ANY sex with another man or drug abuse, all drug support is pulled immediately.
