I suspect abstinence from sodomy would actually be very effective against HIV. That is medically proven. To pay high priced consultant fees to people to deny that as council is a very expensive work program for a few perverts.
HPV is also spread by anal sex. Maybe MRSA (not sure that’s the correct abbreviation). Others?
