Any partial amnesty discussion must be predicated on completion of the wall and ENDING chain migration, anchor babies and lottery immigration. Amnesty will allow green card status only with no chance of ever becoming voters and their sprong will never vote either.
Legislation must include a clear and unambiguous statement that the Federal legislation is intended to trigger the Supremacy Clause making unlawful any and all state or local sanctuary actions contrary to Federal law. Require full cooperation from those state and local governments with severe penalties to governing individuals in the states who disregard the Federal legislation. It must be clear and unambiguous that immigration is the province of the Federal government only.
Comprehensive legislation must walk back the unlawful acts taken by state and local authorities or no deal: the wall will be built by the majority and the DemoRats get nothing. DACA people are ILLEGAL ALIENS and they along with their progeny will obtain 3 year renewable green cards if they stay crime free and allow them limited access to benefits which actual US citizens might be entitled to.
