No he didn’t - from the article:
“David Kramer, a former State Department official who, in late November 2016, traveled to London to receive....a copy of the Trump dossier...Kramer then returned to the U.S. to give the document to Sen. John McCain.”
I still think McCain has much to answer for, but for what he did AFTER the election.
