What I was referring to was incidents like the IRS illegally targeting conservative groups and Operation Fast & Furious. These people knew that Obama would protect them. What you are referring to is equally egregious for the reason you outlined. They knew "there was no oversight, no ultimate supervision to be concerned about."

Oh yeah - I knew what you were talking about - the upper echelons were part of the "in" crowd deliberately lined up to restrict their focus to the agenda(s) that the O Regime had prioritized. The inherent consequence of such inward focus is that overall subordinate supervision down the organizational table suffers and falls into neglect. The shadier denizens of various departments & agencies can and will try to exploit such neglect. They can come up with schemes that are ill-conceived and reckless creating situations that can spin into something grievous for all parties involved.
