The headline is grossly misleading. It is not legal to defecate and urinate on sidewalks. They lowered the penalty from a year in jail to 60 days in jail.

That’s what “decriminalize” [as opposed to legalize] means. The penalty is eliminated or reduced, but the act remains illegal.

In this case, the penalty for public urination/defecation was reduced to below the 1-year threshold, so illegal aliens caught relieving themselves in public will not be subject to deportation.
