IMO, ALL murderers not executed should be maintained in permanent solitary confinement, and such CDs would be all they ever hear. Transport to and from required outages from solitary done chained to a robotic wheelchair or gurney. Meals delivered roboticly by cart.

For those slated for "rehabilitation", the same, except they get video contact with psychologists, teachers, and any identified "remedialists" identified as needed for rehabilitation. Also remedial coursework to address educational deficiencies, with "treats" (i.e. select movies, TV, select email) based on grade performance.
