Yea, pretty much. When the voltage hits a level higher than intended by some margin, maybe 20% higher, then you conduct to ground. The 20% voltage surge for a very short time will not electronics. Basically a giant surge suppressor.
But as noted above, it won’t generate revenue, so the approach of typical business managers is to deal with the issue AFTER it happens. We have an entire NRC simply because nuke operators and designers would do the same if left alone to make safety decisions.
