It is worse than that, since at least 1980 at Leavenworth and many other institutions the mexican population realized that if you keep pissing off the judges they can get 2-5 years in a federal prison with unicor and you can earn 4- 500 a month working in the prison factory they get piece work pay, longevity etc. And the can send it all home to the family and retire when released. Being an inmate gets free room and board ,clothes ,laundry ,recreation and free medical care no matter what condition, everything they would have to pay for out of pocket on the street.
Obviously, the cops, prosecutors and judges are profiling. /s
